109: Spouse equivalent

I heard this term in a training session by a senior manager of the so-called Risk and Reputation Group. This term came up when she discussed Independence issues with us.

Spouse is spouse. What's Spouse equivalent? Those persons as important as the spouse?
Really have no idea ... ...

In my opinion, not every thing has its equivalent.
